NAA Submits Four OMB Deregulation Requests

The National Aquaculture Association submitted four deregulation requests to the Office of Management Budget (OMB) in response to their April 11th Federal Register Notice. The comment period closed May 12th.



The Office of Management and Budget was seeking proposals to rescind or replace regulations that stifle American businesses and American ingenuity by being unnecessary, unlawful, unduly burdensome, or unsound.



The NAA submitted requests focused on:

  • U.S. Fish and Wildlife Service unlawful listings of Injurious Wildlife under the authority of the Lacey Act. The NAA noted Congress neither authorized the listing of species native to the United States or the rationale for listing being a pathogen whether endemic to the United States or not.   • U.S. Fish and Wildlife Service burdensome and unsound imposition of overtime, port and live versus dead animal product port of entry inspection fees when international trade occurs around the clock, every day, all year long and is not limited to an 8am to 5pm workday.   • U.S. Fish and Wildlife Service salmonid import health inspections dating from the 1960s are duplicative, unnecessary, burdensome and unsound. The U.S. Department of Agriculture is the lead, competent authority for aquatic animal health. To read the submission, click here.
  • U.S. Department of Transportation, Federal Motor Carriers Safety Administration regulations unnecessary, burdensome hours of service and electronic logging device imposed upon agricultural livestock haulers. To read the submission, click here.


In total, 76,865 public comments were submitted.
